Benin’s government launches major operation to regularize civil servant salaries and careers
Under the leadership of Minister Romuald Wadagni, the Ministry of Economy and Finance has initiated a significant effort aimed at resolving outstanding promotions and salary adjustments for government employees. This move underscores the administration’s commitment to the financial well-being of its workforce.
This highly anticipated decision brings considerable relief to Beninese civil servants. In an official communication released on June 5, 2026, Léa Estelle Honfo Akpovo, the Deputy Secretary-General of the Ministry of Finance, confirmed the launch of a comprehensive operation designed to definitively address long-standing promotion delays within the public sector.
The initiative is scheduled to run throughout June 2026, encompassing all promotions that were due to take effect by December 31, 2026, or in prior years.
Why this initiative matters for civil servants
Through this proactive measure spearheaded by Romuald Wadagni’s team, the Beninese government is set to rectify the employment status of its personnel in two critical ways:
- Career Progression Updates: All stalled administrative files will be processed and approved, ensuring that every agent receives the appropriate grade or echelon they have earned.
- Disbursement of Outstanding Dues: Salary increases and retroactive payments (arrears) associated with these promotions will be promptly paid out to eligible beneficiaries.
To facilitate this extensive undertaking, the government is leveraging a new, advanced software system: Sigrhp (Système intégré de gestion des ressources humaines et de la paie). This innovative tool is designed to streamline file management, making the process faster, fairer, and significantly more transparent.
By implementing these changes, Minister Romuald Wadagni demonstrates that the modernization of state administration is not occurring at the expense of its employees, but rather with the explicit goal of providing them with enhanced financial security.
Swift action required
The administration is committed to efficient and effective execution. Consequently, officials across all ministries and institutions have been instructed to promptly compile the files of all affected agents.
These officials are mandated to immediately forward the lists of civil servants eligible for promotion (for 2026 and preceding years) to the General Directorate of Public Service.
The urgency emphasized by the Ministry underscores the government’s firm resolve to definitively resolve these issues for state agents, ensuring that every individual receives due recognition for their dedicated service.
