The Moroccan Ministry of Equipment and Water, alongside the European Union, Germany, France, and Italy, has inaugurated a landmark initiative valued at 348 million euros (3.7 billion Moroccan dirhams) to reinforce the country’s national water policy. This collaborative effort reflects a unified commitment to addressing pressing water challenges in the face of climate variability.
Collaborative financing for water security
This groundbreaking program operates under the “Team Europe” framework, pooling resources from multiple partners. The European Union contributes 48 million euros in grants, while Germany, France, and Italy provide three concessional loans of 100 million euros each. These funds are managed by key financial institutions: the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW).
Strategic priorities for sustainable water management
The initiative is designed to strengthen Morocco’s public water policies through four core objectives:
- Enhanced water resource assessment: Developing robust data systems to monitor hydrological changes driven by climate shifts.
- Resilience against extreme weather: Strengthening infrastructure and protocols to mitigate risks from droughts and floods.
- Water quality and ecosystem protection: Safeguarding water sources and biodiversity to ensure long-term ecological balance.
- Groundwater preservation: Implementing sustainable extraction practices to prevent depletion of aquifers.
Alignment with regional and national frameworks
This European-backed program complements Morocco’s broader climate and water resilience agenda, including the 2022 Morocco-EU Green Partnership and the 2025 Mediterranean Pact, both of which prioritize sustainable water governance. Locally, it reinforces the National Water Plan and the 2020-2027 National Program for Drinking Water Supply and Irrigation (PNAEPI), reinforcing the country’s strategic roadmap for water security.
