Diplomatic talks between Congo and Uganda focus on eastern DRC security

In a significant diplomatic engagement, Floribert Anzuluni Isiloketshi, the Congolese Minister of Regional Integration and special envoy of President Félix Tshisekedi, met with Ugandan President Yoweri Museveni at his Kisozi farm on Monday. The discussions centered on the escalating security crisis in the Democratic Republic of the Congo (DRC) and collaborative regional efforts to restore peace and stability in the Great Lakes region.

Key topics of discussion

The meeting highlighted the persistent security challenges in the eastern DRC, particularly in provinces such as North Kivu, South Kivu, and Ituri. The ongoing offensives by the M23 rebel group and attacks by the Allied Democratic Forces (ADF) have exacerbated the humanitarian crisis, leading to widespread displacement and hindering stabilization efforts by Congolese authorities.

Regional collaboration in focus

As the special envoy tasked with conveying Kinshasa’s messages to regional leaders, Floribert Anzuluni emphasized the importance of collective action to address the security threats plaguing eastern DRC. In a statement, he expressed gratitude for President Museveni’s warm reception and praised Uganda’s commitment to restoring peace in the region.

President Museveni, in his social media post, underscored the necessity of regional cooperation to tackle shared security concerns. He noted that the discussions focused on mutual interests, particularly the security situation in eastern DRC, and reaffirmed Uganda’s dedication to working with regional partners to overcome the challenges facing the area.

Military and economic partnerships

The diplomatic talks between the DRC and Uganda reflect a broader strategy to strengthen regional alliances. Since November 2021, the Congolese Armed Forces (FARDC) and the Uganda People’s Defence Force (UPDF) have jointly conducted Operation Shujaa to neutralize ADF fighters, who have been responsible for numerous attacks on civilians in eastern DRC. This military collaboration has been renewed multiple times and remains a cornerstone of the fight against armed groups in the region.

Beyond security, the two nations are also enhancing their economic partnership. Efforts are underway to develop cross-border road infrastructure, aiming to facilitate trade and bolster regional integration.

Commitment to regional stability

By reaffirming their dedication to working with regional partners, Kinshasa and Kampala are sending a clear message: a coordinated approach is essential to address the security threats that continue to destabilize eastern DRC and the broader Great Lakes region. The outcome of these diplomatic engagements underscores the importance of unity and collaboration in overcoming the region’s most pressing challenges.
