Gabon advances digital regulation talks with Meta amid social media suspension

The future of social media in Gabon took center stage at an international digital regulation conference, where the country’s top media watchdog engaged with Meta representatives to discuss recent platform suspensions and emerging legal frameworks for online spaces.

From June 1 to 3, 2026, Gabon’s Haute Autorité de la Communication (HAC) president, Germain Ngoyo Moussavou, joined the Abidjan 2 conference in Abidjan, Côte d’Ivoire. Organized by the African Communication Regulators Network (RIARC) and the Francophone Media Regulators Network (REFRAM), the event gathered regulators, digital experts, and global platform leaders to address artificial intelligence governance, content moderation, and communication freedoms.

Social media suspension prompts regulatory dialogue

During the conference, Mr. Ngoyo Moussavou met with Meta’s Sub-Saharan Africa Public Policy Director, Balkissa Idé Siddo, and West Africa representative Serge Mbengue. The discussions focused on Gabon’s recent social media blackout, with Meta acknowledging the government’s sovereign decision while expressing understanding of its underlying motivations.

The tech giant confirmed it is closely monitoring Gabon’s ongoing efforts to strengthen regulations governing social media and digital platforms. While Meta urged reconsideration of the suspension, it emphasized its commitment to continued collaboration with the HAC to enhance content moderation and platform governance.

Rebuilding cooperation for a regulated digital future

The talks reflect a growing trend in Africa, where governments are asserting greater control over digital spaces while maintaining dialogue with major tech companies. The Abidjan 2 conference concluded with a final declaration advocating for stronger regulatory capacities, AI-specific legal frameworks, and better integration of African languages into digital systems.
