Gabon’s government intensifies oversight on african development bank projects

The Gabonese government is committed to enhancing the supervision of projects funded by the African Development Bank (AfDB) to expedite their completion. In pursuit of this objective, Vice-President Hermann Immongault chaired a crucial working session on Monday, June 29, 2026. The meeting brought together a delegation from the institution, led by its Country Administrator, Mamour Ousmane Ba. Also in attendance were Louise Mvono, the Minister of Planning, and Pacôme Kossy, the Minister of Agriculture. This gathering served as a direct follow-up to recent discussions held in Brazzaville between Gabon’s President and the AfDB President, which took place during the bank’s annual assemblies. The primary goal was to assess the progress of financed projects and address any impediments hindering their implementation.

During the session, Hermann Immongault reiterated the government’s firm intention to implement more stringent monitoring across all projects within the AfDB’s portfolio. For the executive branch, resources obtained through debt must yield tangible outcomes that directly benefit the populace, aligning with the strategic goals outlined in the National Growth and Development Plan. The Vice-President underscored the critical importance of transparency, performance, and adherence to execution timelines. He emphasized that every stakeholder involved must fully embrace their responsibilities to enhance the overall effectiveness of public investments.

A plan of action to accelerate key initiatives

Leveraging the AfDB delegation’s presence in Libreville, the Gabonese government finalized an action plan specifically designed to accelerate projects that have experienced significant delays. Two particular initiatives are receiving heightened attention from authorities: the Libreville Integrated Drinking Water Supply and Sanitation Program (PIAEPAL) and the Ndendé-Doussala road infrastructure project. Regarding the latter, Hermann Immongault conveyed the Head of State’s concerns over the slow pace of construction, calling for immediate corrective measures. The government also confirmed that it has undertaken an internal assessment of its own operational shortcomings to strengthen coordination with its financial partner.

For his part, Mamour Ousmane Ba commended the reforms initiated by Gabonese authorities and reaffirmed the African Development Bank’s unwavering commitment to supporting national priorities. He provided an overview of the New African Financial Architecture for Development (NAFAD), an initiative aimed at improving the efficiency of investments across the continent. With a robust portfolio of structuring projects in Gabon spanning water, vocational training, agriculture, and road infrastructure sectors, the AfDB is poised to continue its vital support for the nation’s development endeavors.
