The Chamber of Representatives has played a pivotal role in shaping Morocco’s external relations during the 11th legislative term, as emphasized by its President, Rachid Talbi Alami, during the closing of the second session of the 2025-2026 legislative year.
The Moroccan parliamentary diplomacy has been guided by a clear political and diplomatic vision, with the Sahara issue remaining at the heart of the Kingdom’s international engagements. According to Talbi Alami, this dossier continues to define the nature of Morocco’s partnerships with key global players.
UN Security Council resolution 2797: a historic turning point
During his address, the Chamber’s President highlighted the significance of UN Security Council Resolution 2797, adopted on July 31, 2025, as a decisive milestone in the resolution of the territorial dispute. He noted that the resolution reinforced Morocco’s position by acknowledging the historical legitimacy of its claims to the Southern provinces and bolstering international support for the Kingdom’s sovereign rights.
Parliamentary diplomacy amplifies royal initiatives
Talbi Alami underscored the Chamber’s efforts to support major royal initiatives on both the African and international fronts. Among these initiatives is the proposal aimed at fostering closer ties with African states bordering the Atlantic Ocean and facilitating access to maritime routes for landlocked African nations.
The President also emphasized Morocco’s commitment to fostering peace, coexistence, and environmental protection, citing the Kingdom’s role as a host for numerous international congresses and forums. These events have resulted in the adoption of eleven key international parliamentary documents, including several global declarations, throughout the current legislative term.
Strengthening partnerships and Morocco’s global presence
Looking ahead, Talbi Alami stressed the need to build on these achievements by consolidating Morocco’s presence within multilateral parliamentary organizations. He advocated for expanded bilateral cooperation through the signing of agreements and the organization of forums designed to nurture enduring partnerships and mutual trust.
The international cooperation programs spearheaded by the Chamber of Representatives have served as a vital catalyst for creating new dialogue platforms, exchanging best practices with leading parliaments, sharing expertise, and promoting Morocco’s democratic model.
Finally, the President highlighted that the Chamber stands among the few legislative bodies worldwide to have developed, adopted, and published practical guides and reference documents on parliamentary action through comparative studies.
