Tchad Parliament opens session amid security and governance challenges

The President of Chad’s Parliament, Ali Kolotou Tchaïmi, inaugurated the ordinary session of the Congress in a solemn ceremony held in N’Djamena. Addressing lawmakers, security officials, and dignitaries, he delivered a speech underscoring national unity, institutional reforms, and the strengthening of the rule of law.

In his opening remarks, Mr. Tchaïmi paid tribute to fallen soldiers who lost their lives in recent clashes with Boko Haram militants in the Lac Province. He described the current period as a « particularly trying moment for our Nation », honoring the bravery of the armed forces in defending Chad’s sovereignty.

The President also commemorated the late deputy Haoua Outman Djame, who passed away on March 26, 2026, praising her parliamentary dedication and commitment to democratic values. A moment of silence was observed to honor victims of recent terrorist and intercommunal violence across the country.

Key parliamentary agenda

The Congress’s proceedings will prioritize two critical matters: revising the internal regulations to align with the revised Constitution of December 17, 2023, and reviewing the government’s request to extend the state of emergency in the Lac Province.

Regarding the state of emergency, Mr. Tchaïmi recalled that the government imposed a 21-day measure on May 7, 2026, due to ongoing terrorist threats in the region. The authorities are now seeking a 45-day extension to continue security operations and protect civilians.

Diplomatic milestones and legal disputes

Highlighting Chad’s growing parliamentary influence, the President celebrated the appointment of Senator Mariam Mahamat Nour as Vice-President of the Economic Community of Central African States (ECCAS) and Deputy Djidda Mamar Mahamat’s election as Third Vice-President of the Pan-African Parliament.

He also addressed recent allegations from the UN Human Rights Office regarding incidents involving Chadian security forces and local fishermen in the Lac Province. Describing the claims as « misleading and factually inaccurate », he reaffirmed full parliamentary support for President Mahamat Idriss Déby Itno and the security apparatus combating terrorism.

Turning to intercommunal violence in the Dar Tama department, Wadi Fira Province, Mr. Tchaïmi urged dialogue and reconciliation, warning against the resurgence of tensions that could destabilize the region.

Emphasizing the Parliament’s pivotal role amid these challenges, he called on lawmakers to work tirelessly toward « a stable, secure, united, and prosperous Chad ». With these words, the ordinary session of the Parliament of the Republic of Chad was officially declared open.
