During a working visit on Wednesday, July 15, Togolese President Faure Gnassingbé met with Luxembourg’s Vice-Prime Minister and Minister of Foreign Affairs, Xavier Bettel, to reinforce bilateral ties in digital transformation, cybersecurity, and sustainable resource management.
The evolving relationship between Togo and Luxembourg marks a shift from traditional development aid toward structured investments that align with Lomé’s modernization goals. This partnership now targets high-impact areas poised to drive economic and institutional progress in Togo.

The visit culminated in the signing of three key agreements designed to shape bilateral cooperation for years to come:
- INCLURE Initiative: A project focused on fostering local growth while safeguarding natural ecosystems, reinforcing sustainable resource management.
- New Indicative Cooperation Program (PIC): Outlines the strategic priorities guiding the partnership between Lomé and Luxembourg.
- Togocyber+: A dedicated initiative to strengthen national cybersecurity capabilities, addressing the urgent need for digital protection in public and private sectors.
These accords underscore a renewed commitment to cooperation frameworks that deliver tangible, long-term benefits for Togo’s development trajectory.
Togo and Luxembourg deepen long-term collaboration
While diplomatic ties between Togo and Luxembourg date back to the 1970s, recent years have seen accelerated progress. Since 2024, both nations have expanded their cooperation portfolio, with LuxDev—Luxembourg’s development agency—establishing a presence in Lomé in 2026.
Today, the two partners are implementing a portfolio of projects valued at 49.3 million euros (32.34 billion FCFA), covering critical areas such as digital transition, forest landscape restoration, support for the École Polytechnique de Lomé, and natural heritage conservation.
This strengthened collaboration reflects a shared vision: moving beyond short-term assistance to foster sustainable, results-driven partnerships.
