Bénin makes history: captain Elvire Toupé appointed presidential aide-de-camp
President Romuald Wadagni of Bénin has made a landmark appointment, designating Captain Elvire Toupé as the presidential aide-de-camp. This historic decision marks the first time a woman has held such a pivotal role within Bénin’s institutional framework.
This groundbreaking assignment places a highly accomplished woman at the very core of the presidential security apparatus, signaling a significant step forward for gender representation in high-level military positions.
Born on July 21, 1990, in Porto-Novo, Captain Elvire Toupé’s career is distinguished by exceptional military discipline and academic excellence. She was a member of the inaugural class of ‘Enfants de troupe’ at the General Mathieu Kérékou Military High School for Young Girls in Natitingou, laying the foundation for her illustrious path.
Following her training at the National Officers’ School in Toffo from 2012 to 2014, Captain Toupé earned her diploma as an infantry section chief. Additionally, she holds a bachelor’s degree in medical imaging, a field in which she initially worked before dedicating herself fully to her military career.
Promoted to Captain in 2021, she is currently recognized as the highest-ranking female officer within the Béninese infantry, a testament to her dedication and leadership.

Her professional experience extends beyond national borders. Captain Toupé received specialized training at the Caribbean Institute for Professional Military Education in Jamaica and served with MINUSMA as a military gender advisor between 2017 and 2018, showcasing her international expertise.
Fluent in both French and English, she joined the Republican Guard in 2022, where she previously held the crucial position of head of security for the Court of Accounts, further solidifying her extensive security background.
