Chad and Algeria strengthen downstream oil cooperation

The director general of Chad’s Downstream Petroleum Sector Regulatory Authority (ARSAT), Mr. Hassan Adoum Younousmi, was received in audience on 16 June by the Minister of State, Minister of Hydrocarbons of the People’s Democratic Republic of Algeria, Mr. Mohamed Arkab. The meeting took place at the headquarters of the Algerian Ministry of Hydrocarbons, with the presence of associates from both sides.

This audience is part of strengthening Algerian-Chadian cooperation and following up on the implementation of recent bilateral agreements. Discussions focused on key issues in the downstream sector: regulation of activities, development of energy infrastructure, refining, storage, and distribution of petroleum products.

Industrial safety, digitalisation of processes, and governance of the sector were also at the heart of the exchanges, in a logic of modernisation and transparency.

This meeting follows the cooperation protocol signed on 23 April 2026 in Algiers between ARSAT and the Algerian Hydrocarbon Regulatory Authority (ARH). That protocol aims to strengthen technical and institutional cooperation between the two authorities through knowledge sharing, best practices, and support in building national capacity.

At the conclusion of the talks, both parties reaffirmed their will to consolidate the fraternal relations between Algeria and Chad and to promote the sharing of expertise in service of sustainable development and African integration.

“ARSAT reiterates its commitment to work alongside its Algerian partners to develop the Chadian downstream petroleum sector and strengthen national skills,” said ARSAT Director General Hassan Adoum Younousmi.
