Lomé training: local officials master financial resource management

Lomé, August 17, 2026 — Local governments cannot sustainably meet public expectations without sufficient resources and proper financial management. This critical challenge brings together municipal leaders from Golfe 2, Golfe 3, Agoè-Nyivé 5, and Agoè-Nyivé 6 for a three-day intensive training session in Golfe 7 from August 17 to 19, 2026.

The program focuses on equipping local officials with advanced strategies to boost communal revenue streams and enhance financial oversight. This initiative aligns with the national training framework established by the National Agency for Local Government Training (ANFCT).

Key challenge: achieving financial self-sufficiency

The core issue extends beyond merely discovering new funding sources. It centers on securing existing revenue streams, optimizing collection processes, and converting mobilized funds into tangible public services. A municipality’s financial health directly determines its capacity to develop infrastructure, maintain facilities, and address social and economic priorities.

This training event in Golfe 7 specifically targets this critical area by fostering practical skill development and peer learning among participating local governments.

Grounded learning approach

Prefect of Golfe Kossivi AGBODAN officially inaugurated the workshop alongside Golfe 7’s third deputy mayor ADAKA Koffi and representatives from all participating communes, general secretaries, and financial officers.

Speaking on behalf of the Senator-Mayor, ADAKA Koffi emphasized that the gathering would strengthen local governments’ ability to achieve genuine financial independence. He urged participants to maximize the three-day program by exchanging experiences and developing actionable solutions tailored to local realities.

The methodology goes beyond theoretical instruction. Participants will evaluate their current practices, identify operational challenges, and develop improvement strategies for revenue mobilization systems.

Prefect AGBODAN highlighted a second crucial requirement: strict adherence to public finance discipline. Even substantial revenue increases prove ineffective if funds aren’t managed transparently and efficiently. He stressed that effective mobilization must complement rigorous financial controls, transparency, and accountability.

This holistic approach gives the training its transformative potential. The goal isn’t simply to increase revenues but to ensure every collected franc directly benefits communal development priorities.

Through August 19, participants will work within a collaborative framework to deepen their expertise, compare implementation strategies, and develop sustainable approaches to revenue mobilization and financial management.

This initiative represents ANFCT’s continued support for Togo’s decentralization process. For the four participating communes, the immediate task involves translating training insights into concrete practices that will strengthen their financial capabilities and ultimately enhance service delivery to citizens.
