Diplomatic breakthrough: Togo and Luxembourg seal historic partnership with three major accords

Togo’s diplomatic prowess took center stage this week as Foreign Minister Professor Robert Dussey welcomed Xavier Bettel, Vice-Premier and Foreign Minister of Luxembourg, for an official visit to Lomé. The high-level meeting culminated in the signing of three landmark agreements, witnessed by Digital Transition Minister Cina Lawson.

Reinforcing a decades-long alliance

This was the second official visit by Mr. Bettel to Togo in as many years, following his 2024 trip. The visit underscores the deep-rooted friendship and robust cooperation between the two nations, a partnership that dates back to March 7, 1972. To further solidify this relationship, both countries agreed to establish a framework for regular political consultations through a future protocol.

Three pillars for sustainable development

During the Lomé summit, the delegations inked three critical agreements aimed at accelerating Togo’s growth across key sectors:

  • INCLURE environmental financing protocol: A transformative initiative to bolster ecological resilience and sustainability in the country.
  • Togo-Luxembourg Indicative Cooperation Program (PIC): A structured roadmap to enhance long-term development assistance between the two nations.
  • Togocyber+ cybersecurity program: A forward-looking initiative, supported by LuxDev—Luxembourg’s development cooperation agency—to fortify Togo’s digital transition and cybersecurity infrastructure, led by Minister Cina Lawson.

The agreements mark a significant step forward in deepening bilateral ties and driving progress in Togo’s environmental, digital, and security sectors.
