The extensive tour by Djibril Mama Cisse, Bénin’s Minister of Interior and Public Security, continued on Tuesday, June 23, 2026, with key stops in the cities of Kandi and Parakou.

During his visit, the Minister and his accompanying delegation meticulously inspected several critical security installations. These included the operational base of the Special Multipurpose Intervention Group (GSPI) in Kandi, the headquarters of the departmental civil protection agencies for Alibori and Borgou, the mobile intervention company of the Republican Police in Parakou, and the Departmental Directorate of Interior and Public Security, also located in Parakou. The primary objective of this comprehensive tour was to gain firsthand insight into the ground realities of internal security, enabling a more precise refinement of strategies and plans within Bénin’s public safety sector.

Addressing the assembled police officers, spanning all categories and ranks, at the Republican Police’s special intervention group base in Kandi, the Minister articulated his core purpose: « I wish for my presence here to be understood as my earnest desire to listen. I have come to hear your voices… » Both in Parakou and Kandi, Minister Cisse actively encouraged an open and candid dialogue, urging every individual to voice the challenges they encounter. He stressed that resolving these issues, with the support of the hierarchy and the government, would significantly enhance the effectiveness of their operations and the efficiency of available resources.

Among the various points raised during these discussions, agents highlighted concerns regarding career management, opportunities for advancement, the duration of postings in high-risk zones, and perceived deficiencies in motivation. They also brought attention to the absence or inadequacy of risk premiums, a shortage of specialized personnel, and insufficient human resources. Further issues included the lack of GSM network coverage in certain remote localities, incidents of pylon sabotage, and the need for improved protection for several police stations.

In response to these critical concerns, the Director General of the Republican Police, the Secretary General of the ministry, and other members of the delegation took the floor. They provided detailed explanations of ongoing initiatives aimed at addressing some of the problems presented, outlined current strategic deliberations, and discussed potential solutions being explored, particularly those pertaining to the career progression of security agents.

Minister Djibril Mama Cisse extended heartfelt commendations, on behalf of the government and its leader, to the security forces for their unwavering bravery and profound sense of sacrifice. He emphasized that it is thanks to their dedication that the citizens of Bénin can pursue their daily lives in peace and tranquility. « It is because of you that the Republic stands resilient, » he affirmed.

« I have not arrived to make empty promises. However, it is imperative that we confront these challenges head-on, » he continued. Djibril Mama Cisse therefore issued a resolute call for all components of the public security forces to commit fully to their duties. He underscored that the resolution of the issues brought forward would be a paramount priority for the government, ensuring that Bénin remains secure and can continue its path of development without hindrance.
