Ouagadougou – After a remarkable four-year tenure as the World Health Organization (WHO) Representative in Burkina Faso, Dr. Seydou Coulibaly is preparing to depart the nation. His leadership has been distinguished by an innovative approach, unwavering dedication to public health, and a collaborative management style that significantly strengthened local teams and national health partnerships.

Dr. Coulibaly emphasized that his primary objective consistently revolved around bolstering WHO’s support for Burkina Faso’s critical health priorities. To achieve this, he and his dedicated teams focused intently on mobilizing crucial financial resources, thereby enabling comprehensive support for governmental health projects. “Since assuming my role, I successfully mobilized over 42 million US dollars, thanks to substantial bilateral and multilateral contributions. This effort allowed us to fully deploy our operational capabilities and actively assist the government in its initiatives aimed at improving the population’s health. The positive outcomes are now clearly visible,” the Representative stated.

During his time, the head of WHO in Burkina Faso significantly enhanced collaboration with the government, particularly with the Ministry of Health. This strategic alliance was notably reaffirmed during the visit of the WHO Regional Director for Africa on March 25th, when Dr. Lucien Robert Kargougou, the Minister of Health, commended the excellent cooperation. He lauded Dr. Coulibaly’s exceptional leadership qualities, declaring, “You have an outstanding representative.”

Dr. Coulibaly’s distinctive work methodology centered on a human-first approach, inspiring individuals to perform at their highest potential. “I consistently aimed to cultivate an environment where every team member felt heard and valued, while simultaneously strengthening collaboration with national partners, the United Nations System, and all stakeholders within the health sector,” he explained. He championed integrated, results-driven projects, fostering a climate conducive to high performance and commitment, even amidst challenging circumstances.

Testimonials from his colleagues vividly illustrate his profound positive influence. Hortense Meda-Traoré, Assistant to the Representative, shared, “What struck me most about Dr. Coulibaly was his humility, his attentiveness, and his encouragement of initiative. The trust he placed in me allowed me to work with serenity and efficiency, achieving my objectives with ease. Dr. Coulibaly is a truly sociable individual.”

Dr. Moyenga Laurent, an Administrator specializing in communicable and non-communicable diseases, noted, “His leadership is characterized by transparency and clarity in communication. He provided invaluable support in achieving my results, particularly in combating these diseases. Through his guidance in implementing the WHO Package of Essential Noncommunicable Disease Interventions (WHO PEN) and reviewing malaria program performance, he mobilized international experts and contributed to the development of the new strategic plan. I am deeply grateful for his assistance in overcoming key bottlenecks.”

Dr. Coulibaly particularly excelled in coordinating organizations, forging stronger relationships that facilitated greater funding mobilization for joint program implementation. Maurice Azonnankpo, Interim Coordinator of the United Nations System in Burkina Faso, affirmed his contribution: “Your unwavering commitment, collective spirit, and the quality of your collaboration have been instrumental in strengthening our joint efforts and achieving remarkable results for the population, recognized both nationally and regionally.”

Similarly, Seibou Coulibaly, 1st Vice-President of the National Coordination of Global Fund Grants for HIV/AIDS, Tuberculosis, and Malaria (CCM), added, “Your consistent support and professionalism have significantly contributed to the progress we’ve witnessed in recent years. I especially commend your dedication and the robust partnership you skillfully built and maintained with all stakeholders.”

As his impactful mandate in the ‘land of upright men’ concludes, Dr. Coulibaly conveys a message of hope, continuity, and advocacy: “We have journeyed far and achieved significant results, elevating the stature of WHO. I advocate for the preservation of these gains and hope to see further innovations to strengthen the organization’s position and effectiveness. Enhancing human resources is vital for ensuring the continuity of our actions. I also advocate for the optimal utilization of available resources, fostering a culture of cohesion within teams, and promoting a spirit of active listening and collaboration.”

Dr. Seydou Coulibaly’s tenure as the national WHO Representative in Burkina Faso will be remembered for its notable and highly appreciated impact. For his colleagues, in particular, it is evident that the effects of his work will resonate for many years through the crucial programs he supported and the dedicated teams he inspired.

Dr. Coulibaly will now join the Dakar Hub, established by WHO several years ago to manage health emergencies across the sub-region.
