France and Morocco strengthen ties with historic high-level summit

The timing speaks volumes. In his first official overseas trip since taking office, French Prime Minister Sébastien Lecornu chose Morocco as his destination on July 15 and 16, 2026. This strategic move underscores the significance of restoring and deepening diplomatic relations between Paris and Rabat after years of strained ties.

During his visit, Lecornu co-chaired the 15th Franco-Moroccan High-Level Meeting alongside Moroccan Prime Minister Aziz Akhannouch. This bilateral summit marked the first of its kind since 2019, following a prolonged pause in institutional dialogue between the two nations.

An unprecedented delegation of twelve French ministers

Lecornu did not arrive alone. Accompanying him was a delegation of twelve French ministers, including Interior Minister Laurent Nuñez and Europe and Foreign Affairs Minister Jean-Noël Barrot. The size of this delegation highlights the high priority Paris places on this diplomatic engagement.

On social media platform X, Lecornu emphasized the historic nature of the visit, confirming its role as the first High-Level Meeting since 2019 and sharing details of his official reception by the Moroccan head of government.

An extraordinary friendship treaty in the making

The visit also saw the signing of several cooperation agreements, though the specifics of these documents remain undisclosed for now. The most significant announcement, however, was the preparation of an unprecedented “exceptional” friendship treaty between France and Morocco. This landmark agreement is expected to be finalized during a future state visit by King Mohammed VI to France, though no date has been confirmed yet.

A royal reception and tribute to Moroccan monarchs

King Mohammed VI hosted an official luncheon for the French delegation in Rabat on July 16. Following the meal, Lecornu and his team paid their respects by laying wreaths at the royal mausoleum, honoring the resting places of Morocco’s revered leaders, Mohammed V and Hassan II. This ceremonial act is customary for heads of state and government visiting the North African nation.

Reflecting on the visit, Lecornu described it as “a pivotal moment in the relationship between Rabat and Paris.”

Diplomatic thaw since 2024

For French observers, this visit represents the latest milestone in a gradual thawing of relations that began in 2024. After years of tension—particularly over the Western Sahara issue and consular matters—this meeting signals a renewed commitment to collaboration. Morocco remains one of France’s most vital economic and diplomatic partners in Africa, with a large Franco-Moroccan community in both countries.

The resumption of High-Level Meetings, paused for several years, serves as a litmus test for the durability of the restored relationship. The next major milestone will be the long-anticipated state visit of King Mohammed VI to France, though its timing remains under discussion.
