Nigeria’s enhanced identity system leads to arrest of Boko Haram and ISWAP commanders

Seven senior commanders from Boko Haram and ISWAP have been apprehended in Nigeria upon their return from the pilgrimage to Mecca. Authorities attribute this significant operation to the seamless integration of national identity, immigration, and Interpol databases, made possible by a recent overhaul of the country’s identity management framework.

Nigeria has reportedly dealt a considerable blow to two formidable jihadist factions operating within the Lake Chad Basin. Seven suspected commanders affiliated with Boko Haram and the Islamic State’s West Africa Province (ISWAP) were intercepted at Katsina Airport immediately after completing their Hajj pilgrimage to Mecca. Officials credit these high-profile arrests to the sophisticated upgrade of the national identification system, which now boasts integrated connections with immigration and Interpol databases. Nigerian Minister of Interior, Olubunmi Tunji-Ojo, confirmed on Friday that these seven individuals, identified as Boko Haram and ISWAP commanders, were detained at Katsina Airport in the northern region of the nation following their return from Saudi Arabia. He elaborated that the suspects were flagged by the integrated national identity verification platform before being handed over to the Department of State Services (DSS) for in-depth investigation.

An identification system now fully connected to security services

The Minister highlighted that this successful operation was a direct result of the interconnectedness achieved between the National Identity Management Commission (NIMC) database, the Nigerian Immigration Service (NIS), and international Interpol networks. “We inherited a fragmented identity management system where various state databases operated in isolation. Today, our immigration database is fully integrated with NIMC’s and linked to Interpol’s 24-hour security network. It was through this unified platform that seven known commanders of Boko Haram and ISWAP, returning from Mecca, were identified last Thursday at Katsina Airport, arrested, and subsequently transferred to the DSS,” Olubunmi Tunji-Ojo stated.

This announcement followed closely after President Bola Ahmed Tinubu’s signing of the 2026 National Identity Management Commission Act. The ceremonial signing took place at the Presidential Villa in Abuja, attended by prominent figures including Senate President Godswill Akpabio, Deputy Speaker of the House of Representatives Benjamin Kalu, Attorney General of the Federation and Minister of Justice Lateef Fagbemi, NIMC Director-General Abisoye Coker-Odusote, and several other government officials. The legislation aims to streamline the nation’s identification systems, enhance the integrity of the National Identity Number (NIN), and improve crucial information sharing among government agencies and security apparatuses.

The government anticipates that this reform will significantly bolster Nigeria’s capabilities in combating terrorism, document fraud, financial crimes, and transnational criminal organizations. Olubunmi Tunji-Ojo also revealed that passport issuance now mandates a systematic verification of information against the NIMC database. According to him, the interoperability of various administrative files now furnishes security services with a consolidated mechanism to identify and monitor individuals deemed high-risk during their travels and administrative processes.
