France is preparing to redefine its long-standing relationship with Morocco through a groundbreaking bilateral treaty. The upcoming agreement aims to establish a robust framework for future cooperation between the two nations, addressing both current and emerging challenges of the coming decades.

French Interior Minister Sébastien Lecornu unveiled this ambitious initiative during a press conference in Rabat on July 16, following the 15th high-level Franco-Moroccan meeting. The French delegation, comprising twelve ministers, engaged in high-stakes discussions with their Moroccan counterparts to finalize the treaty’s structure.

« This treaty represents a historic milestone as France’s first bilateral agreement with a non-European Union nation, » Lecornu stated, emphasizing the treaty’s potential to create a « unique, stable, and forward-looking » partnership. A joint committee of French and Moroccan experts is currently drafting the document, which will extend beyond symbolic gestures to deliver tangible outcomes.

Strengthening strategic alliances across key sectors

The treaty builds upon the commitments made during French President Emmanuel Macron’s state visit to Morocco in October 2024. Both governments are now prioritizing concrete projects in critical areas such as industry, energy, transportation, defense, security, agriculture, culture, and higher education. Enhanced mobility for entrepreneurs and students is also high on the agenda, fostering deeper economic and educational ties.

Security cooperation remains a cornerstone of the partnership, with both nations committed to combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security accord is expected to reinforce these joint efforts, ensuring stability and safety in the region.

France’s unwavering stance on the Sahara was reaffirmed by Lecornu, who described it as « non-negotiable. » He underscored that this position would remain unchanged and continue to shape France’s diplomatic approach toward Morocco.
