N'Djamena takes a strategic step: key documents validated for urban development agency

The validation workshop for the strategic documents of the Municipal Agency for Major Works (AMGT) kicked off on Monday, 15 June 2026, at the Radisson Blu in N’Djamena. Directors, technical officers, municipal administration staff, and experts from the Center for Innovation and Development (CID) gathered for the event.

A single speech marked the opening — delivered by the mayor of N’Djamena, Sanoussi Hassana Abdoulaye. He reminded attendees that the agency’s first board meeting had taken place several months earlier. That foundational session, he noted, allowed everyone to better grasp the challenges, missions, and ambitions assigned to this new body, while also fostering closer familiarity among board members.

“The AMGT was created to strengthen the municipality’s ability to conceive, plan, finance, and execute structuring projects that meet the needs of the population and the development ambitions of the capital. It aims to enable effective governance and high-performance management tools in service of N’Djamena’s growth,” the mayor said. Facing pressing challenges linked to urbanisation, population growth, urban infrastructure, sanitation, and climate resilience, he stressed that the AMGT must play a central role in delivering the infrastructure and facilities essential for balanced development.

Encouraging participants to engage actively in discussions, share experiences, and put forward any observations or recommendations that could improve the documents under review, Abdoulaye emphasised that the quality of their contributions would strengthen the agency’s institutional foundations and ensure its full effectiveness in the years ahead. He further affirmed that the success of this mission rests above all on the quality of its organisation, the robustness of its mechanisms, and the transparency of its management procedures.

The documents submitted for examination include: a manual for administrative, financial, and accounting management to rigorously oversee resource utilisation and measure results; a monitoring and evaluation manual aimed at boosting performance and reinforcing a culture of accountability; and an environmental, social, and gender management framework to guarantee that principles of sustainable development, social inclusion, equity, and environmental protection are integrated into all of the agency’s operations.
