Deputy Thierno Alassane Sall contends that a confidential memo, dated August 26, 2024, and bearing the signature of former Energy Minister Birame Souleye Diop, unequivocally demonstrates a significant systemic failure at the highest echelons of government. In a statement disseminated across his social media platforms, the president of the République des Valeurs party asserted that this “confidential note of August 26, 2024, signed by the then Energy Minister Birame Souleye Diop, constitutes irrefutable evidence of a state deception.”
 
Thierno Alassane Sall maintains that the head of government was apprised very early on of the irregularities surrounding the management of the Agence sénégalaise d’électrification rurale (ASER). In his communication, the parliamentarian declared, “Ousmane Sonko’s responsibility is now overwhelming,” further adding that “the document circulating for several days confirms that the Prime Minister was informed, as early as August 2024, of the alleged diversion of the startup advance, a portion of which apparently served to pay SONAC premiums, according to the Minister.”
 
The deputy criticized the government’s stance in response to warnings issued regarding this matter, prior to the intervention of financial partners and regulatory bodies. In his text, Thierno Alassane Sall questioned, “Not only did Prime Minister Sonko disregard this alert, but he orchestrated an ‘Omerta’ by proclaiming ‘zero ASER scandal.’ To shield whom?”
 
Furthermore, the parliamentarian highlighted that the leak of this correspondence “reinforces the qualification of an association of wrongdoers, as targeted by the Financial Judicial Pool,” affirming that “this affair represents a crucial test for justice and for the ‘Jub Jubal Jubbanti’ commitment widely proclaimed by the executive.”
