Under the leadership of Dr. Souleymane DIARRASSOUBA, Côte d’Ivoire’s Minister of Planning and Development, a high-level national workshop convened in Abidjan to validate the study of the National Spatial Planning Framework (SNAT CI-2045). The gathering brought together representatives from government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.

This milestone marks the dawn of Côte d’Ivoire’s first national territorial planning reference document. Once adopted, the SNAT CI-2045 will equip the state with a robust framework to guide public and private investments, enhance the effectiveness of public action, and foster balanced territorial development across the nation.

Under the visionary guidance of President Alassane Ouattara, the Government continues to strengthen its strategic planning apparatus to align with the country’s economic, social, and environmental transformations. Territorial planning stands at the core of this effort, ensuring a fairer distribution of investments, unlocking regional potential, and reinforcing the coherence of development policies.

Serving as the long-term spatial development blueprint, the SNAT CI-2045 defines investment priorities, harmonizes state, local, and development actors’ actions, and assigns specific roles to each territory. It ensures that investments are strategically located to maximize national impact.

« The 2026–2030 National Development Plan (PND) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a territorial vision for the long term and will underpin future development plans. Together, these frameworks ensure cohesive public action across the entire country. As the ministry responsible for territorial planning and regional development, our mission is to secure a place for every territory in the national development agenda, » stated Minister DIARRASSOUBA.

The validated orientations stem from a participatory, multi-scale consultation process rooted in rigorous scientific analysis. They address key challenges such as reducing regional disparities, managing urban growth, boosting territorial competitiveness, improving local governance, preserving natural resources, and deepening regional integration.

The SNAT CI-2045 envisions a Côte d’Ivoire where territories are resilient, competitive, and prosperous, with shared benefits. Its five strategic pillars include: balanced territorial development, efficient urban-rural networks, stronger territorial governance, a high-performing, resilient, and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be submitted to the Government and later to Parliament for adoption into law. Once enacted, this first-ever national territorial planning reference will guide state action, directing investments toward areas where their impact will be most transformative and fostering balanced national growth.
