The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the Côte d’Ivoire National Territorial Development Framework (SNAT CI-2045). The gathering brought together representatives from government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.

This milestone paves the way for adopting the country’s first comprehensive national territorial planning reference. The SNAT CI-2045 will equip the state with a strategic planning tool to guide public and private investments, enhance government efficiency, and promote balanced regional development across Côte d’Ivoire.

Under the leadership of President Alassane Ouattara, the government is advancing its strategic planning framework to align economic, social, and environmental transformation with national development priorities. Territorial planning plays a crucial role in this vision by ensuring investments are strategically distributed, regional assets are leveraged, and development policies are coherent and inclusive.

The SNAT CI-2045 serves as the long-term spatial development blueprint. It defines optimal locations for public and private investments, harmonizes state, local, and development actors’ actions, and assigns tailored development roles to each region. This framework ensures every territory contributes meaningfully to the nation’s progress.

Dr. Souleymane DIARRASSOUBA emphasized the framework’s significance: “The 2026-2030 National Development Plan (PND) sets mid-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a long-term territorial vision and will underpin future National Development Plans. Together, these documents create a unified public policy approach across the country. Our mission is to ensure every region finds its place in this national development journey.”

The validated guidelines stem from a multi-scale, participatory, and evidence-based consultation process. They address critical challenges: bridging regional disparities, managing urban growth, boosting territorial competitiveness, strengthening local governance, preserving natural resources, and deepening regional integration.

The SNAT CI-2045 envisions a Côte d’Ivoire where all territories are resilient, competitive, and share prosperity. It is structured around five strategic pillars: balanced territorial development, efficient urban-rural networks, enhanced territorial governance, a high-performing and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be submitted to the government, then to Parliament for adoption via the National Territorial Development Law. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, guiding state investments toward high-impact regions and fostering equitable nationwide growth.
