Bénin interior ministry reviews mid-term progress of its 2026 annual work plan
Officials from Bénin’s Ministry of Interior and Public Security, alongside key stakeholders in the expenditure chain, convened in Cotonou from August 4 to 6, 2026. The gathering aimed to assess the advancement of the Annual Work Plan (PTA) as of June 30. This crucial mid-term review seeks to pinpoint any discrepancies and challenges encountered, enabling the formulation of corrective measures for the upcoming second half of the year.

The inaugural session, held on Tuesday, was led by Djibril Mama Cissé, the Minister in charge of Interior and Public Security. Discussions primarily focused on presenting the summary report detailing the ministry’s financial execution up to June 30, 2026, along with an examination of the public procurement plan’s implementation report.
The ongoing deliberations bring together program managers, senior executives from various ministry departments, and all personnel involved in the expenditure process. Their focus is on evaluating the implementation level of initiatives outlined in the 2026 PTA and assessing the outcomes achieved against the objectives and indicators established for the first semester.
Participants are also tasked with scrutinizing any disparities between projections and actual accomplishments, identifying obstacles that impacted activity execution, and formulating strategies to enhance performance during the final six months of the fiscal year.
A review integral to budgetary steering
In his address, Minister Djibril Mama Cissé characterized the mid-term review as a vital instrument for guiding public action. He emphasized that this exercise is crucial for measuring progress, pinpointing impediments to achieving goals, and agreeing upon necessary adjustments.
The Minister further underscored the imperative for the administration to maintain its commitment to performance, efficiency, and tangible results, especially given the rising public expectations for sound governance and robust security measures.
Abdel Nasser Samary, the ministry’s Director of Planning, Administration, and Finance, noted that this review is an essential component of the ongoing process to update the department’s medium-term expenditure framework.
The discussions, scheduled to continue until August 6, will feature several presentations on program-based management and execution updates. Attendees will also review the new decree concerning the ministry’s responsibilities, organization, and operational procedures, along with texts related to newly established structures.
