Benin’s decisive diplomatic shift: Bio Tchané leads the charge at UCESIF Bucharest
Benin has made a decisive move to strengthen its influence within the French-speaking world. From 28 to 30 September 2026, Abdoulaye Bio Tchané, president of Benin’s Economic and Social Council (CES), is leading an official delegation to Bucharest, Romania, to take part in the Bureau meeting and General Assembly of the Union of Economic and Social Councils and Similar Francophone Institutions (UCESIF). This is a turning point: Benin is no longer merely participating—it is helping to shape the agenda.

Gathered at the Romanian Parliament Palace, member delegations are addressing the pressing challenges of social dialogue, participatory governance and economic resilience across the French-speaking world. For Benin, this is a breakthrough moment, as the CES under its 8th mandate pushes for greater international reach and the adoption of best practices in consultative governance.
Benin’s CES drives key decisions
Over three days of talks, the Beninese delegation’s work focuses on several major areas:
- Approving budget and administrative guidelines: Reviewing activity reports, assessing financial management and setting UCESIF’s operational roadmap for the coming years.
- Strengthening Francophone partnerships: Building synergies among member institutions to turn citizen consultations into drivers for national public policies.
- Bilateral cooperation: Holding working meetings on the sidelines of plenary sessions with presidents of economic and social councils from Africa and Europe to share experiences on economic inclusion and social dialogue.
Momentum for consultative democracy
By actively promoting Benin’s proposals within UCESIF, Abdoulaye Bio Tchané reaffirms the strategic role that consultative assemblies play in stability and sustainable development.
