Côte d’Ivoire: driving investment to strengthen local animal and fishery production

Côte d’Ivoire is strategically focused on enhancing its domestic animal and fishery production capabilities, a critical move aimed at significantly reducing its reliance on imports. This initiative comes as the nation faces a substantial financial outflow, with the cost of external meat and offal purchases reaching 782 billion CFA francs in 2024, as detailed by Bouadi Beda Paul, Director of Financial Affairs at the Ministry of Animal and Fishery Resources (MIRAH).
Speaking at a workshop in Jacqueville on Wednesday, July 29, 2026, dedicated to refining the Multi-Year Spending and Annual Performance Projects Program Document (DPPD-PAP) for 2027-2029, Mr. Paul emphasized the imperative for a results-oriented budgetary framework. This approach is deemed essential for effectively addressing the multifaceted challenges within the sector.
According to his insights, the National Policy for Livestock, Fisheries, and Aquaculture Development (PONADEPA) 2026-2030 is a cornerstone strategy designed to bolster food sovereignty and actively encourage private sector investment across these vital areas.
“In a management paradigm driven by tangible results, the meticulous development of the DPPD-PAP is no longer merely an option; it stands as an absolute imperative,” Bouadi Beda Paul affirmed during the proceedings.
The workshop, organized by MIRAH’s financial affairs directorate from July 29 to 31, brought together key departmental heads from the ministry. Their collective objective was to pinpoint the most pressing needs and strategic priorities for the upcoming three-year period.
The comprehensive document emerging from these deliberations will meticulously outline the ministry’s core objectives, delineate the specific actions to be undertaken, and establish clear monitoring indicators. These indicators will serve as crucial tools for accurately evaluating the deployment and effectiveness of public resources.
Furthermore, the Director of Financial Affairs extended a strong encouragement to young people, urging them to explore career opportunities in livestock farming, fish farming, and aquaculture. He highlighted these sectors as vibrant fields brimming with significant employment prospects for the nation’s youth.
