Benin takes center stage in ocean prediction with OPERA

In an era of rising coastal challenges and marine resource management demands, Benin has emerged as a pivotal player in maritime expertise. Through the OPERA project (Ocean Prediction Enhancement in Regions of Africa), a groundbreaking international training initiative has just concluded, drawing nearly 1,200 participants from across the globe. This achievement underscores the leadership of Benin’s universities and researchers in advancing ocean science at a continental scale.

A national hub for global maritime education

The program, coordinated locally by the UNESCO/CIPMA Chair at the University of Abomey-Calavi (UAC), delivered a seven-week online course (MOOC) designed for practical impact. Of the 1,162 enrolled learners spanning 111 countries, Benin stood out as the most represented nation, reflecting strong engagement from educators, students, and environmental professionals nationwide.

Advanced tools for Benin’s coastal and fisheries challenges

Over 21 hours of interactive learning, participants explored cutting-edge ocean observation technologies, including satellite data, Argo floats, and high-resolution numerical models. The training focused on equipping Benin’s workforce with actionable skills to address pressing local issues:

  • Coastal erosion prevention: Using predictive models to anticipate wave patterns and tidal shifts, safeguarding Benin’s fragile shorelines.
  • Sustainable fisheries management: Mapping high-yield fishing zones to ensure long-term resource conservation.
  • Maritime security: Strengthening surveillance of Benin’s territorial waters and mitigating pollution risks.

A specialized cohort of 500 learners received personalized mentorship, culminating in an academic certification awarded jointly by the UNESCO Chair at UAC and the University of Toulouse.

A strategic partnership backed by the European Union

The OPERA initiative’s success stems from a robust collaboration between the University of Abomey-Calavi, the Gulf of Guinea Ocean Sciences Summer School (GGOSSS) network, and Mercator Ocean International. Funding from the European Union under the Arc X / Global Gateway program enabled this cross-continental knowledge exchange.

By placing Benin’s youth and volunteer researchers at the heart of this international expert network—comprising scientists from Benin, France, the United States, and Spain—the country is turning ocean science into a strategic asset for sustainable development and maritime sovereignty.
